Pennsylvania Housing Studies

Community & Economic Impact Data Policy Map

The Community & Economic Impact Data Policy Map and related data is used to score "Section A.1. Underserved Areas" for purposes of reviewing applications for Low Income Housing Tax Credits and other Agency multifamily soft loan programs. The Agency reviews numerous scoring categories and one such category is entitled Community and Economic Impact (Section A of the 2025/2026 Allocation Plan). As part of the Community and Economic Impact scoring section of the Allocation Plan, the Agency looks at the location of proposed developments and looks at indicators such as: Poverty rates; Affordable housing options, both subsidized and non-subsidized; Affordable housing production in past twenty (20) years; Proximity to employment; Housing markets; and, Owner-occupied markets.

Housing Data Explorer

Introducing the Pennsylvania Housing Data Explorer.

In collaboration between PHFA and the Housing Initiative at Penn, we created an online dashboard that shows current housing trends across Pennsylvania counties. The information is based on data from the U.S. Census Bureau 5-year American Community Survey and U.S. Department of Housing and Urban Development's Comprehensive Housing Affordability Strategy. Housing Reports

The Pennsylvania Housing Finance Agency regularly commissions studies on various facets of the housing market in Pennsylvania. These studies help us ensure that our policies and programs are in sync with current market conditions and future trends. We post those studies here for the benefit of other housing professionals and anyone interested in the topic of affordable housing. Past studies are archived here so that they remain easily accessible by the public.

PHFA is also committed to the development of new perspectives and approaches to housing and community development research across the Commonwealth through the Kathy A. Possinger Housing Policy Fellowship. This self-directed research fellowship provides highly skilled researchers with a stipend to assist in the completion of new and innovative housing policy research.
